	Situation Analysis The Bakun dam project, located in Sarawak is the largest hydropower project in South-East Asia with an installed capacity of 2,400MW owned by Sarawak Hidro Sdn. Bhd., a unit of the Ministry of Finance of Malaysia. Sarawak Hidro as an independent power producer necessitates a negotiation on an agreeable tariff and a Power Purchase Agreement (PPA) with Sarawak Energy Berhad, the state utility.
